Need help rear brake issue
 

I recently changed the pads on my 1992 CBR 600 well in my hast I decided to remove the caliper to replace the brake pads later I found out you can leave the top bolt in and change but my issue is I can't get it back on right the top bolt is confusing me I mean is it a floating bolt it only screws into the caliper and not like the back bolt I fel like I lost a part or I'm just an idiot and missing something because when I get the back bolt in and tight the front still feels a little loose is this normal anyone please help I'm lost thanks so much have a great day
