Another silly question. What the hell are these forks on the sides for?

We call them "Ocky" strap holders or if you like the word those across the ditch use "Bungee" cord holders.

Nope, not for locking helmets. However, your bike may have a helmet lock somewhere. Try looking in the bike specific section, they should be able to help.
