Speedo goes 0 - 20 mph when ignition OFF to ON
Turn on ignition and the speedo goes from 0 to 20 mph. The bike isn't even running. Start the bike and ride off, the speedo continues to show an offset of about 20 mph or more over the actual speed. Also, may not be relevant but when I turn the ignition on, there is a noise similar to a "doomp" (reminds of the noise made when pushing the bottom of an old coffee can in gently). I'm new to the bike and my old F2 never made that noise. Pretty sure speed is 'electronic' so need some help. Didn't find anything when searching. Going togetwiring diagram out now....
Bike is recently purchased 96 F3 with 37k mi on it. Posted in F3 section but no responses there so now Gen Tech.

Removed front fairing and gauges. Checked wiring but no signs of damaged wiring/shorts. Connections were solid. The gauges/instrument cluster was replaced by PO. My guess is that the gauges may have been swapped with a later (97-98) model F3 gauges. Maybe part numbers would tell me.
