Rough RPM's in the 2000 range
So whenever my 94 cbr1000f hits the 2000 range in rpms it starts to stutter some....i was thinking maybe just a carb sync problem but wanted to get a second opinion. It fires without any problem and runs fine its just the 2000-3000 rpm range is kinda rough. Any Ideas Guys?

Try to make certain its an rpm problem, and not a throttle positon problem. If its truly rpm related, I would start looking into ignition issues. If its throttle position related, then your carbs would be a good source to look at.
If its throttle input related, 1/8 throttle is right around the point the main jets begin to take over from the pilot jets. You may either have plugged pilot jets, or plugged main jets. One them is probably not giving sufficient fuel at the crossover point, so you get the stumble.
Carbs generally do not just go out of sync. most out of sync problems are evident at the lower rpms, such as you are experiencing, but the rpms are usually very slow to return to idle. Such as if you rev the bike, the rpms will lag around 3,000 rpms or so, then very slowly return to idle, over 10-20 seconds or so before idle is seen. But also, hard starting is another symptom of out of sync carbs.
If its rpm related, I would inspect the coils and plugs.
But, from the description, I'd say your carbs need a cleaning. Also, check to make sure your carb boots are not dry rotted and letting in air. A lean condition could also cause your issues.
