Default Problems with low beam/high beam

Hello, fairly new to riding. I have 2014 500r and the problem im having is that on my left headlight, the low beams dont work but the high beams do and on the other head light vice versa, the low beams work but the high beams dont. I tried replacing the bulb for both sides and it didnt fix the problem for either side. Could this be an electrical problem? Or maybe a cleaning issue under the light switch compartment? Thanks.

Ok... so after some more research, it seems that some bikes are intended this way? I need to get new plates and have to go through a basic inspection by the sheriffs dept and they check headlights, taillights, etc. im hoping they know this when they check the headlights.

That is the way it's supposed to be. I don't know why Honda did that, but the owners of the bikes with that set up do get tired of people frequently telling them that they have a light out. It's the same bulb for hi and low, only the aim of the reflectors are different.
