Default need help fixing idle/ choke on 2000 f4

i have the bike pulled apart down to the carbs, and it looks like the se valve is caught on something, but im not sure..
and to start the bike, i have to open the throttle wide open and have the choke on. can somebody help please?

Im not sure what you mean by se valve.

Has the bike only been hard to start since you tore off the air box? or is hard starting the reason you are into the bike in the first place?

A little more background on the bike will help, such as if has been sitting, did it just start having problems, or have they been there for awhile and gotten progressively worse.. any info you can add will help others diagnosis it for you.

I tore it apart because it was hard starting. And I must bought it yesterday and it was a great looking bike and was pretty cheap and this was the o ly problem and it seemed like an easy fix. The guy rode it often he said. The se valve is what the choke cable is hooked up to when it meets at the carbs. There is a 6 inch long plate that when you pull the choke lever down, it is supposed to pull the se valve and that's what is supposed to five yup your choke. But the valve seems to be caught on somehinh

i just looked more into it, and the cable works fine, and inside the carbs, i can slide the piece that chokes it just fine. its just the piece that the cable hooks into will not budge so the bike is locked in choke position.

i tore my carbs down also and it seems there isnt really much movement on the se valve arm also ...and my bike wont stay running if mi dont have the throttle open some ... im kinda stumped on this one
