Head bearing's

I have been putting in some head bearing ... Any way I have got a set of seal's fitted and no way can I pull up the head stock ... To bed the bearing in ... The seal I have with the kit ... I'm talking about the lower set ... The seal fit's up inside the head tube ... And because it dose this ... It will not pull up any more ... So my question is should this seal in fact fit over the lower tube ... So can some one go and have a look at the lower section and tell me if the seal is over the head tube and showing or fitted in side and not showing ... I have posted a picture showing you what I am on about ...

The up side is I've just sent off an e mail to my local stockiest asking them for another set of upper and lower seal's and telling them about the problem I have been having with the last set they sent ... It could be that they have sent the wrong seal's ...
It looks like the seal is bottoming out on the inside ... There for not allowing the bearing's to make contact with the upper shell ... Now if the seal fitted on the out side then the bearing from what I can see should pull all the way up ... So my thinking is if they do go in side I need a spacer to push the bearing's hight up the stem ... But as I think is right the seal goes on the out side allowing the bearing to pull all the home ...

Is it just not going in because of the seal, or is it possible that the new bearing race isn't seated in the right place? Is it possible that the top and bottom seals are reversed? (not sure how similar they are)

Hope that this pic helps. The lower dust seal sits outside, and when placing the outer runners in, use the old ones toknock them into place. Take care when knocking the lower one in as you are pushing upwards, then using a suitable socket send it home. Once this is in its correct position you will be able to bed the bearings in. Do not over tighten, final torque settings are done once the head takes the weight/load ofyour bike. Good luck.
