Default Fuel leaking from fuel pump vent hose

Hello, all, I have a problem....fuel is leaking out of the vent hose leading from the fuel pump on my 99 F4....at times when i start the bike with the choke on, it will bog down and die after a few minutes but if i shake the bike up and down from the handles and side to side, then the bike will start and stay on(weird, i know)....do you guys think this is a bad fuel pump problem?And also when its idling it doesn't stay at a steady rpm, it sometimes jumps back and forth.... Since its leaking fuel from the fuel pump, could it be possible that not enough fuel is being fed into the carburetor causing it to bog down? Can anyone help? I just dont wanna buy a new fuel pump if i don't have to.......And btw, its an external fuel pump --not inside the tank, it runs along the frame...
Oh yes, and it only leaks fuel while the bike is running......
