Default Fork rebuild

I recently replaced the seals on the Forks of my 2015 cbr300, and upon rebuild I noticed I couldn't torque my damper bolt to the 15ft/lbs spec on neither the left or right fork. I ordered new springs cus I didn't have the spec so I assumed they had just compressed to too short a length to hold the damper rod in place. In short, I was wrong and after I checking the length, I confirmed it isn't the springs. I cleaned the old thread lock off threads of the bolt and cone with fine mesh steel wool and a brass brush before I put them back in and I did use new blue thread lock on the bolt but I don't know what to do now. I'm worried about tearing the Forks apart again cus I don't want to ruin the perfectly good seals I just put in. I will if I need to but does anyone have any suggestions? I am a pretty competent mechanic so I doubt I've made any glaringly obvious mistakes but who knows anymore.
