In addition to the frame. the swing arm can not handle that kind of power either. The F3 has an unbraced swing arm, which are usually only rated for a little over 100hp max. If you've ever looked at a bike that has over 100hp, they generally have braces. You would have to fit a stronger swing arm on the bike as well.
By the time you do all of the modifications, you'll end up with a lot of money spent on a bike that is heavier than what a stock 954 is. The F3 chassis is quite a bit heavier than the 954 chassis. So, the only benifit you would get is a sleeper bike.
If you have both the engine and the F3 chassis right now and want a liter bike, I'd suggest selling both and buying one, or finding a 954 chassis to drop your engine into. I would not waste the time on the swap.
