Camshaft won't turn fully
 
Hi everyone i need help again kinda got stuck ...(Honda CBR 125r 2004 jc34)

So my cam chain has been stretched out and has been rattling and making some noise so i decide that I'm going to replace it(never replaced a cam chain for now and from what i understand you need to do engine teething then valve adjustment and your done)so i took off my flywheel put on new cam chain put everything back like in the manual and did the timing thing but when i turn the fly wheel the camshaft turns a little then stops when it needs to open the valve but flywheel still turns ??

Well, either the teeth are missing on the lower cog, or the cog is not attached to the camshaft, or whatever nut you're turning is stripped.

I've been chipping away at supplanting the headgasket, crankshaft belt, and valve stem seals for around fourteen days now. I tidied all that up, set the head back on, however presently I can't get the cams to turn. Is it since there's oil in the lifters from when I splashed them? I assumed I read some place they would deplete without anyone else since there's no opening on the top to do it without anyone else's help.

YES i don't know how but the cog is spinning freely on the camshaft anyways replaced it got the whole thing done and motorcycle is working great now thank you for the help !

Can you give more details to help future readers? The sprocket on the camshaft is held on with two bolts - what did you replace?

Sure!
Replaced the camshaft sprocket and the cam timing chain, the teeth on the sprocket were damaged(so was the chain) probably dou to lack of oil but that is on me not the engine anyway after replacing that i did the timing and valve adjustment and motorcycle is working still
