99 cbr 600 f4

My bike keeps bending valves now that I’ve changed the valves and head it’s not hitting the piston but keeps locking the motor up when I tighten the camshaft cap down to spec I noticed tht one of the valve is sticking open on the number 4 cyclinder on the intake side but not bent I’m at a loss I’ve checked timing over and over again checked for bad valve guides and bent valves and so on piston rods aren’t bent everything is as it should be but isn’t working like it should I’m so confused at this point HELPPP

I presume that you see the valve sticking with the head off?

If you temporarily swap no 4 inlet with, for example, no 3 inlet, does the sticking valve stay in no 4 of follow the valve to no 3?

no the head is currently installed I didn’t notice it sticking before I installed it but the bigger issue is that the bike acts as though it’s hitting the number 2 cylinder at a certain point and doesn’t allow the thing to turn over I haven’t checked the timing chain to make sure it’s not stretched but I’d assume it would jump a tooth or rattle if it were correct?
