600rr rev down hangs but only at low rpm

600rr rpm hangs but only at low rpm (video)
2005 600rr, 22k miles
This just started happening the last time I took it out, was always smooth revving down before.
I noticed it when pulling the clutch in at low speeds, but it also happens when the bike is simply revved past 5k or so RPM.
Lets say I rev it up to 8k rpm. When it revs down, the rpms drop smooth until ~3000 where it stays for a split second and slowly goes to idle.
Also it doesn't happen when the engine is cold, and gradually gets worse the hotter it gets.
I cleaned throttle bodies and cleaned/blew out the paper OEM filter as best I could, but it didn't help. Thinking it might be an air leak so I sprayed a bunch of carb cleaner all over the intake and such but it didn't effect anything. Maybe it's TPS?
Any suggestions would be really appreciated! I tried searching but couldn't find a solution.
