Default 2008 fuel pump pump won't prime but....

I have swapped computers off of a known good bike, relays, sidestand switches, bought new ignition switch...
by the factory manual,
with my fluke meter:

tested my kill switch
relays
ecm a4 a5 grounds as described in manual
hot battery
checked and cleaned all grounds
striped back harness a great deal and found not naked wires
test all fuses with DOM meter
test relays by hooking to batter voltage as described in factory manual and checked for ohms

***never could get the Bank angle sensor to make the relay "click" as described in manual so I took my extra one and cut the the tail off and wired 1 and 3 together to bypass it (thanks for the info on that guys) but it still does not make the relay click when I turn the switch on or does it make the power to the brown fuel pump wire momentarily.
ran the gamut on checking everything the manual recommended and passed everything with flying colors

only thing was the bank angle sensor not clicking the relay so i hot wired it. hmmm.

what the hell could it be?
I have not swapped out the wiring harness off the spare bike I have. The spare bike ran fine before I started taking stuff off of it to fix this one. don't ask lol
I do not have the servo plugged in for the factory exhaust. iplan to try that.
it is an 09 and the bike I am trying to fix is an 08.
please help me

What's history of bike?
When was last time it worked perfectly?
What happened between then and now?

Here's some examples of how I help people fix their wiring issues. Notice what it takes to solve their problems is completely different from what they think it will take. Through measuring numbers and boolean logic, I steer them away from dead-ends and guide them in direction of solution by narrowing down issue to ONE bad component. No desperate shotgun replacement of perfectly-working parts with brand-new perfectly-working parts with no changes.

This is extremely easy fix, takes all of 5-minutes to measure and find out exactly what's wrong. I've fixed this in total darkness and rain in parking-lots while blind drunk! Most likely there's ONE broken wire somewhere. Basically follow path of electricity starting from battery. And measure voltage at each junction and where voltage disappears, indicates problem is between that spot and previous test-point that did have power. Makes sense? Don't test parts, they're fine 99.9% of time; test the electricity itself.

IGNITION & START-STOP SWITCH

0. pull headlight fuse so battery doesn't get drained

1. measure battery with everything OFF, volts = ???

2. key ON, measure power leaving ign-switch on red/blk wire, volts = ???

3. start/stop switch = RUN, measure power leaving kill-switch on blk wire, volts = ???

ENGINE-STOP RELAY

4. measure voltage at engine-stop relay red/wht wire, volts = ???

5. measure resistance between engine-stop relay's activation coil's red/blu wire to chassis-ground, ohms = ??

6. measure voltage at engine-stop relay's activation line, blk wire volts = ???

7. measure voltage on engine-stop relay's power output blk/wht wire, volts = ???

FUEL-PUMP RELAY

8. measure power-input and activation lines, both blk/wht wires, volts1=???, volts2=???

9. measure resistance between relay's activation ground brn/blk to chassis ground, start/stop OFF then RUN, ohms for 4-sec = ???

10. measure relay's output brn wire to fuel-pump, start/stop OFF then RUN, volts for 4-sec = ???

This should cover 99.9% of no-start conditions.
