Probably the single best mod for adding throttle response is to go with a more aggressive set of sprockets at next change - ie add teeth in the rear and go down a tooth in the front. It gives a lot more launch and helps with roll-on. Costs a bit of top speed though
After that, it's the usual carb jetting/exhaust, getting a good tune on it, and shedding any extra weight
As for your electrical problems, you probably want to check out the manual to help narrow down the cause. There's a pdf on the Hurricane subforum. Common culprits are battery voltage, blown fuses, weak/broken grounds, and the regulator/rectifier. Also make sure to check over anything that's been modified
