new will come off easier than if it's been on there awhile.
i used a blow dryer then peeled it off...clean off residue with WD40 or goo gone or other bug tar remover. be patient and go slow.

We use an heatgun at work, but I think a hairdryer will do the same thing. Basically, you want to warm up the adhesive a little so you can ease the decal off the medium it is attached to.

I like to use a dull knife and kind of stab at the decals for a little bit. then I usually start shooting a bb gun at the edges till they get roughed up. After that, I like to take some steak tongs and slowly pry away at the edges untill I get bored, at which point I get mad and just tear off whatever is sticking off the fairing and then do a crappy job putting replacements over whatever i havent pulled off.
