Default Steering Stem

How big is the nut that is at the top of the triple tree? Is that the easiest way to tighten the steering stem?

No luck, only torque spec. Unless I am blind. I'll just measure it and hope fo the best

I just want to tighten the bolt to see if that will eliminate the clunk noise when I brake. Not going to do anything major since I don't have the materials.

it's not just that bolt. once you remove it you'll see that there's another bolt that you need a "special" tool to remove or turn. i think a spanner wrench should work on that though. as far as the klunking, it may be time to change the head bearings.

I read that and other sites suggested tightening all the bolts on the clamps and stem first.

A spanner is British for wrench. The head nut is 30mm.
