Default question?

Just got the bike back from the shop. I was having the fork seals replaced and Q/A conversion kit installed. anyways- when I got the bike back home, I noticed that the front preload adjusters were way off - from eachother. one is showing about 4 lines and the other is showing like 8 or 9. I know this is not normal so when I tried to re-adjust, the one that is showing many lines won't move. the other will, but the one won't budge. I don't want to torque it cause I don't know what it'll do. Not sure what to do, if anything. Are there any circumstance that this would be normal?

None that comes to mind. Sounds like the mechanic messed up a little. Take it back and have them check it out. You did pay to have the job done right did you not?
