with the key to the on position, grab your harness that connects to the headlights/tip sensor/signals (the big main grey plug) and jiggle it around. see if you hear your fuel pump trying to pump fuel. it is the same exact sound as you have in a car. if it primes, it should kick over and start, if not then something is preventing the priming and youre not getting gas. my guess is that the ground wire/plug connector has shorted and youre getting a bad connection. happens to a few f4is from what i understand. mine being one of them.
i just fixed my 02' f4i last night. i checked everything and i had the exact same problem. mine ended up being a 12 pin grey connector under the headlights that has a green wire coming from the bank angle sensor. the connector had melted in that spot so i pulled the wire out of the connector on both sides and connected it directly. fired right up.
however, there are a number of things that will prevent the bike from starting so check your kill switch, ignition switch, pink wire from your ignition (anti-theft wire - should have 9 volts to the ecu with key in on position), kick switch, and make sure your headlight is plugged in...if all of that checks out, my guess is your bank angle sensor needs to be replaced. you can bypass it by connecting the two outer wires. don't worry about the middle one.
