Headlight/high beam question

I do a lot of driving at night on busy freeways and I was wondering if there was a way to have both high beam and normal headlight on at the same time with the same brightness? I dont know if the bulbs are different or what the situation is behind those gauges since I just got the bike and it did not come with a manual!

I would just like more illumination on the road without blinding the people in front of me, & without installing a HID kit. Just trying to get this done for $10-15.

I also searched and found similar topics but nothing about lowering the intensity of the high beam haha. But if this has been discussed, any help pointing me in that direction would be much appreciated.

Thanks ahead of time

The bulbs are the same the back ground(mirrors) angles are what makes the deference.
There are brighter bulbs but going to be more then 10-15 buck.

There really isn't a safe work around in a way you're describing. You should keep the high beam as a high beam, and work on increasing your low beam visibility, which pretty much means a better bulb. You can either pick one of the top halogen bulbs, or go HID. Either way it'll probably cost you about the same.
