In my owners manual for my 06 f4i Honda says you should be in 6th at 28mph. When I do that its under 3k rpm. /shrug I think I'll take your advice here on this one because when I lug the motor it sounds bad and if you give it a little gas it just runs like crap, as expected.

I'm never in that gear at that speed. MAYBE fifth, but not sixth.

With the bikes I've had, it always seems most comfortable to choose your gear so that you stick around the rev range that happens when riding at 65mph/100kph in top gear.
too much lower revs is sluggish and too much higher is twitchy... (I'm not saying twitchy is a bad thing... it's lots of fun!)
If you're interested, there's a thread in general tech I made called ratio theory... it doesn't deal with power bands or performance in any way, it is simply to see what speed you'll be at any rpm in any gear - just change the tan cells to suit your bike and the yellow cells to suit your question...

If I ride at 7000RPM's with my exhaust, it is litterally screaming at me. From 7000-9000 RPM's is the loudest part of the RPM range for my bike.
