F4i will not rev past 2K

F4i will not rev past 2K
History:
I have an 01 F4i, which has been running good, though I recently noticed a noise which only occurred around 5,000 RPM and higher. I thought this could be the CCT, so I replaced the old one with a new OEM one.
After everything was put back together it would crank but not start. I checked the timing by pulling the case & valve cover and alining the "l" with the groove in the case cover. Both the "IN" & "EX" were straight with the surface of the head.
Also changed the spark plugs, then put the bike back together.
Issue:
The bike starts up and seems to idle fine, but when you give it throttle it will only go to 2K before it drops down/cuts out to idle speed. I can hold the throttle open and it will rev to 2,000 then drop to 1,000 and continue to do this back and forth until you release the throttle.
Note, the red FI light is not blinking at all.

Is your map sensor all plugged in? Look around all the stuff you touched while doing the cct.

Wanted to circle back to this thread incase anyone else ever experiences this. Ended up taking my bike to a shop. They had it for quite a while and couldn't figure it out. They then sent it to another shop (Honda) and they worked on it for ~4 months. They went through everything, tried swapping parts, entire new wiring harness, new ECU, new throttle body, etc. They ended up figuring it out and fixed the problem. They said somehow one of the prongs on the cam pulse rotor (part# 14405-MBW-J20) got bent and this was causing all the problems. They replaced this part and it fixed all the issues.
