Is the F4i underpowered compared to modern 600's?

i had a 99 f4 with one tooth down on the front sprocket, a k&n air filter and a yosh slip on. my riding buddy has a mostly stock 05 cbr 600 rr with a two bros slip on only. we spent months riding together in all conditions and we would put them to the test side by side all the time. the 600 rr would pull away every time. whether it was launching off the line, roll ons at any speed, and top end...he would always stay three to six bike lengths ahead if of me as long as he didnt mess up with mis shifts or something of that nature.
