Default Header Gasket and Speedo bolt questions

I've got 2 questions for you folks, I'd appreciate any advise...

First off, if you remove the headers do you have to replace the header gaskets?

Second, there is a silver allen bolt on the lower right side of the speedo. Is it just there to look good? I can only assume it holds the speedo together. I believe mine is rattling and i went to tighten it and it just spun around like it's stripped or there is a nut on the back I can't see. Is it supposed to be tight. Does it do anything?

You must replace each header tube gasket if you want it to seal right.

I had my speedo off once a long time ago and I want to say that bolt is just for looks but its been so long I am not 100% sure

Re-using a header gasket is a iffy proposition. It might work, but dang! if it does leak, you will essentially have to do the job all over, AGAIN!

Don't know about the speedo issue, though.
