Can't get my bike started- need help

I bought a 2002 cbr f4i sunday and the guy started it up for me and it sounded fine. I trailered it up to school and when I got here I rode it around the parking lot, it was running really poorly and felt sluggish. later I went out to show my roommate and it wouldn't start.
The guy said that he rode it once in the last year, so I drained the tank and put new gas in, and I charged the batery but it still won't start.
The oil light is blinking steadily but it has oil.
not sure what the problem is any advice would be great
thanks

Do you hear the fuel pump come on? or does it crank and just not start up? Is the FI light flashing at all?

im not sure, but if it were me i would check to see if its a fuel or spark problem, like if its turning and not actually fireing its probably fuel and if its not even turning its probably electrical also check to see if u can hear the fuel pump kick on, ( my .02)

Ya, I can hear the pump come on, and it I can smell gas coming out the back so it's going through, but it's just not firing.
I'm giong to try and get down to the spark pluggs today after classes if I have time to see if it has spark.

You can smell gas? I don't remember being able to smell gas when I go to start. Did you remove tank to drain gas? If so make sure lines are connected properly. Does the bike turn over? If not be sure your in nuetral if the kickstand is down or it won't start due to the safety switch. Also double check the switch on throttle is not off. These are both common mistakes to a new bike owner, trust me I've done both myself and thought there was a problem with bike. If that isn't problem then maybe give the previous owner a call, he may have advise on your problem from past experience with that bike. Hopefully it is something really simple being overlooked.

I drain siphoned the tank with a line, I didn't pull the tank.
The kill swith is off, and it is in nuetral. I called the previous owner, and he said he never had any problems, he said that he only rode it once in the last year, so maybe the gas went bad and cloged the injectors.

and it is turning over, but just not firing... as if it's not getting any spark.

My first step would be to change those plugs.

Thanks for your help guys, I was able to tear it apart yesterday and got to the spark plugs and they were pretty gunked up from the bad gas, I replaced them and it runs beautifully now
thanks
Andrew
