I switched mine out also, and no, you don't need to have it at TDC. Put the bike in neutral and don't move it while you install it & you'll be OK.
One thing I did to adjust the tension on it was to install it on, then screw in the adjuster until you feel resistance with moderate finger pressure. Start the engine and continue to apply very slight turning pressure to the adjuster. You will notice that it will creep inward (tighter) as the engine turns. Eventually it will reach a point that it won't want to go in anymore (again, with little turning pressure); that'll be your sweet spot. It took me a couple of tries to get it right.
