buying a cbr f4i help please!

Wait can this be done? I was under the impression that it is near impossible to mess with the odo on these bikes. Hypothetically, someone would have to find another F4i with low(er) miles and steal the gauge cluster and swap them? Seems like a lot of things would have to go right and even then is a lot of effort to do.
Reason I ask, I was always weary of my seller and his "lies" I would catch him in regarding the history of the bike. The previous owner bought it in 2007 with 6,800 miles on it and since then he put ONLY 800 miles on it in 3 years! (I bought it last month in 2010 with 7,600 miles) I mean, ya it looked like it had been sitting for a while except for fresh oil and a new battery. I would have liked to see the oil as it was pre-change, that way he couldnt have hid anything. But really.....who buys a bike in 2007 and puts 800 miles on it in 3 years? The seller claimed his girlfriend hated him riding
