Kill switch set to run? Side stand up? I know they are both obvious, but still worth mentioning.

If it wont turn over but the lights etc stay on then its most likely one of the cut outs as already mentioned.

Kick stand is up and kill switch is set to run.
When I turn the key to the "on" position, the fuel pump does not engage as it normally does, so I it's basically acting like the kill switch is on, even though it's not

First go here and download the manual hondatech.info: Honda service manuals

then try this:

page 5-53

FUELPUMP
INSPECTION
Turn the ignition switch ON and confirm that the fuel
pump operates for a few seconds.
If the fuel pump does not operate, inspect as folIows:
Open and support the front end of fuel tank
Disconnect the fuel pump 3P (Black) connector.
Turn the ignition switch ON and measure the voltage
between the terminals.
Connection: Brown (+) - Green (-)
There should be battery voltage for a few seconds.
If there is battery voltage, replace the fuel pump.
If there is no battery voltage, inspect the following:
- Main fuse 3DA
- Sub fuse 1DA
- Engine stop switch (page 19-19)
- Fuel Gut relay (page 5-54)
- Engine stop relay (page 5-84)
- Bank angle sensor (page 5-83)
- ECM(page 5-85)
