2004 CBR600F4i will not idle properly

I have a 2004 CBR600F4i that I bought with 15k miles on it... love riding it but it has been a nightmare to try to get running properly. So far I have replaced the following:
Spark Plugs
Fuel Pump/Filters
TPS Sensor
MAP Sensor
ECU
Air Filter
Added Power Commander V
I seem to have removed almost all issues from the bike with the exception of the idle. Using the idle adjustment screw (and turning VERY slowly, quarter turn or less at a time) I can either get it to idle, in neutral, at 4,000rpm or 500 (which it can't sustain and dies). When I can get it to stay running for more than a minute and have my computer hooked up to the Power Commander the displayed RPMs jump from the 500 it is idling at to 7,000 or 8,000 and then back down again in milliseconds. It is not exclusive to that range either... it will also display anything in between. The tach is pretty stable, maybe varying by 200rpms or so.
In gear, it will generally idle around 1400 to 1500rpm with the current "setting" on the idle adjust.
Any ideas what might be causing this issue and why it idles 1000rpm less in neutral than in does in gear with the clutch pulled?
Any help would be appreciated... pretty sure I've spent more time working on this bike than riding it since I got it in late June.

I honestly cant even guess at why it would jump from 500 to 8 grand in less than a second, maybe some one else can shed some light on that for you but,
I may be asking you the obvious here but are you giving it enough time between idle adjustments to settle in?
you mention that you are turning it very slowly but you dont mention how long you leave it before adjusting again,
Mine is an 01 idles around 1200 - 1300, I would assume that would likely be the same default for yours, cant see a couple years making a difference.
with mine it can LITERALLY take up to a minute for any adjustment made in the idle to register.
I thought something was wrong with mine when I got it because it didn't seem to adjust properly. It was either way up, or way down. I wasn't giving it enough time to change before adjusting it again.
Still doesn't account for the fact that it idles higher in gear than it does in neutral, seems backward doesn't it.
If it was just idling up and down I'd think vac leak but that doesn't seem to fit the problem you're describing.

I have an 01 also that was idling between 1200 - 1300. It's now suddenly started jumping up to 2100 - 2300 in neutral and gear. I can let the clutch out a little bit and will drop down to about 1800. I tried adjusting with the adjuster, was back down to normal while sitting running, but as soon as I left the house, the first time I stopped it jumped back up to 2100. Any ideas what else could be causing it??
