Default 20 km per hour signal--why?

Hello all....why does the 20 km/hr signal from the dash board cut off the fuel pump and close(?) the air solenoid ?

My guess is that there is enough vacuum and pull, at that speed, on the fuel lines and main air to keep it all working properly.

Not familiar with this type of diaprahm fuel pump, but I guess if you suck on the output hard enough fuel will flow without the pump pulsing...correct?

Just trying to figure out how this thing works.....Thanks...Rick in Houston
