Seem to be a lot of people with petcock problems lately. Rubber parts wear out. After 15 years, if you've never rebuilt your petcock, you should just do it. Many times, they start leaking vacuum and the bike will still run, but you'll have performance problems, fuel starvation, hard starting.
Anyway, no you can't just plug the vacuum port. Without vacuum, the petcock is shut off all the time (no gas) even in the 'on' position. Honda sells a rebuild set for $35 part 16953-MBZ-B51. I just bought one myself. They take about 10 minutes to fix.

so i just looked up 16953-MBZ-B51 because I to have petcock problems. When i opened mine up, I didnt see any springs or rubber or anything like that. is there like petcock mod people do. Because I have a feeling the previous owner attempted something since it was plugged and so was the vacuum port on the cylinder

No standard mod that I know of. I'm sure people have tried all sorts of things. Simplest, easiest and best is to just fix the petcock and make it the way honda intended. Since the F2 doesn't have a fuel pump or anything else between the tank and carbs, you really should have something that will shut off the fuel when the engine stops. That's what the vacuum operated petcock does. If you bypass it, you risk completely filling the engine with gas if your floats stick. That's bad because if you then push the starter button, you can hydrolock the engine, bend rods, or break the starter idler gear (broken case) just like the one I'm fixing right now.

Did you need any other gaskets to do the job?
I'm having the same issue and just ordered this part over night shipping...

Also can you do this with removing the Gas tank?
Do you have to drain the gas?
Also do you recommend changing the vacuum hose that runs to this part of the petcock?
Or will just cleaning it out resolve the issue.
