A little tip I learned from a Virago board: Make sure the start button is all the way out after starting the bike. I'm not sure if our bikes have the feature that cuts all power to the lights when starting the bike but, on the Virago of mine, if the start button doesn't return to "all-the-way-out", the lights won't come on. Try gently pulling on the start button after it starts and maybe the lights will come on. If that's the case, the Virago guys suggest shooting a little WD40 into the start button casing, with the power off, of course.
