Yup, its steel...easy test if its steel or alum, take a magnet, if its magnetic its steel, if not its alum.

okay so my next question. How hard is it to weld steel. Is there anyone out there than can leed me to some basics when welding these frames

My opinion...find a buddy who has a welder/the know how to do it for you.
