92 Honda CBR600 won't start

92 Honda CBR600 won't start
My boyfriend has a 92 Honda CBR600. he took it down to AZ this week and the day after he got there the bike wouldn't start.
lights come on but won't turn over, he did run and start it once
he tested the battery, he gets 12v but then at the relay it only reads 4.5v
he bought a new relay, didnt help
he had the battery tested and they said it was ok
he had the starter motor tested said it was ok
said fuses and sparks look good
he said the voltage drops across switch?
he hears the relay clicking and a little humming
what can it be? he is stuck in AZ and doesn't know a whole lot about his bike

Relays are signal devices to allow higher current levels to reach their targets, rather than running them through mechanical switches. Could be the voltage getting to the starter is not enough to turn it over. He could also check the kill switch for a short. Other switches involved are a clutch switch and the sidestand switch. All three of these will prevent starting if they aren't working properly.

Sounds like a short between the starter switch and circuit. Everything goes off, he should pull the #2 fuse and check it closely. It is the fuse for the starter circuit and ignition. All the lights and and this are fed from the ignition switch. If they all go out that is where the short probably is. Electricity always takes the shortest/easiest route.
