Default Metal Cleaning?

My bike was used when i bought it and the guy that had it before me must of taken horrible care of it. I have come to believe he kept it outside. Well the reason why i believe so is that practially all the metal peices of the bike have a water mark to them, its quite hard to explain. the metal looks dirty all the time, even though i try and clean it. here i will post a picture and if anyone could please tell me how to remove this stuff that would be great. thanks

Autosol metal polish will bring that up the way you want it, dunno if ya can get that in the US?

Yeah, I have the same oxidizing near the rear shock assembly which looks yuck.
I would like to use autosol in that area but it's a bit of an awkward spot to get in there and really scrub hard. Also you don't really wanna get metal polishes on painted or other finished surfaces. It's a tricky one, I reckon the best time to have a go at it is when your chain/sprockets are off for replacement.
