If my stator static checks good, why am I only getting 23VAC @ 5000rpm?

Default If my stator static checks good, why am I only getting 23VAC @ 5000rpm?

I can't find anything on the internet about permanent magnet rotors going bad, so maybe it's something else. This new stator only puts out 23 volts AC at 5000rpm. The requirement is 65 volts AC at 5000rpm. the static tests are good. I'm not even connected to the r/r, just measuring AC output from the 3 phase rotor and stator. Has anyone had a problem like this?
