Until I downshift and break, what would cause this?

have you tried adjusting your idle control **** on the right side of the motor as your sitting on it?
its down by the fairing and clutch cover, turn it one way to raise the idle and the other to drop it, i cant remeber which way does what but im sure youll figure it out quick enough.

If it starts and idles fine, but wont come back down to an idle after reving it, then maybe the throttle cable is sticking or the throttle tube (under the grip)

Yes it starts like normal but acts like the cable is sticking, but I dont think that is it, seems like a sensor issue but I could be wrong.

thats funny because on my 929 the idle control **** is located on the left side when sitting on the bike...

I would start with the cables and linkage first(as NY stated). Sensors work or they don't there is no in between, work sometimes and not. most likely just grit binding the cables just enough that it doesn't slide back as easily as it used to.
