Hi, does anyone know if Hungarian sc28 is restricted?

Probably not. European bikes typically don't have regulations that require limiting like U.S. or JDM bikes.

In restricted bikes, I think they used to put rings in the carbs to restrict the air flow.
Might be worth whipping the carbs off to see. If you're having power problems, it might shed some light on things anyway.

In the old euro times, in general Switzerland usually got a bit more restricted bikes than the rest of Europe, maybe Austria too.
Now, what kind of restrictions, I am not sure but I guess different jetting and WOT restrictor maybe.

I took afast 'net look at the owner's manual and it seems that only Germany/Switzerland models had a catalyst in the exhaust but no other countries.
