It basically just what it states. A safety course to teach you the ins and outs of riding a motorcycle safely. You may think you know it all but this course does help to develop a lot of good habits. I took it before I even bought a bike. I tried to look some up for where you live and this is what I came up with

In Florida, now its mandantory to go through such a course in which you are granted your endorsement. So I did take such a course.

I would say listen/feel your bike.. there's not really a right or wrong (don't cruise at 14k in 1st) of gear to speed. I wouldn't cruise down the street in 1st doing 40 but do what feels right to you.. If its too jumpy jump up a gear if it's bogging and there's no acceleration then pop back down.. I usually cruise around the same rpm range as the other guys are saying but personalize it to what is comfortable to your riding.. With time you will be able to feel what gear you need to be in depending on your riding style at the time.

Okay, I will try riding to the 5500-6000 rpm range. So all in all, it wont really hurt the bike if i'm shifting to early or i stay in a gear for so long persay? Thanks for all of your guys help. I think it's good to learn the experiences other people have had to build up my own knowledge.

Pretty much. There's a lot of leeway for riding style and personal preference. You just want to avoid the extremes on each end really. (very low rpms and near/at redline)

You can really wind up these 600's I can hit 70 in first...so 25 is nothing. The bike might sound strained but its not. The first time i broke it over 10k rpm's i thought it was going to explode, but its still got plenty left. Dont drone on and on in first, if your tring to maintain a low speed like 35 first will be kinda twitchy, just get out and ride, go into the country and stretch the gear's a bit, feel out where the bike is happy. A lot of what gear to be in and when to shift is based on your riding style. If your pulling out in traffic and you need to get up to speed quick, go ahead and stretch first out so you can get to speed quickly. But if your just crusin run through the gears. Ride your *** off feel it out. Be careful these toy's are dangerous but fun!
