Are you just trying to bolt on a set of passenger pegs to your bike? If so, you need to make sure you have the right set; the 03-04 pegs are different from the 05-06 pegs.

When I removed my pegs to get them powder coated I unscrewed just enough screws holding the tail fairing down so I could lift the fairing up and out of the way for the allen wrench to get in. That worked for me without having to remove the entire tail, but I also have an 06. I’m not sure if you can do the same thing on your bike since the tails are a little different.
