www.tapeworks.com is where I got mine, great service and very good quality tape. They give you enough for 5 sides in case you screw one up or need to do repairs.

No, you don't have to take a wheel off (though, that could be a much easier way to do it.). Use bike stands to get the wheels to spin freely.
But, if you don't have stands (like me), just get down on all fours and stick a bit of tape on, push the bike, and do a little more. It took me about an hour total to do each side, front and back. When I re-do my striping, I'll get some stands.

It took me a lil less time than that, but the way they look closeup I shouldve taken a lil longer LOL. I really got it down on the 3rd stripe. I dont have stands either, I feel it would be easier like that cuz i dont think I want the wheels spinning freely while I do it.....

this is very true, I have a few air bubbles and I can tell where I didnt make a perfect circle, so when I am in traffic and I see people looking at me..(or the bike lol) I get self concious.....I will have to redue them very very shortly but I just didnt buy how a staight line could curve onto a rim, so I was kinda playin' around till I saw that it actually worked....
