The diff between 19 and 20 is quite a bit unless hes being insured under someone elses name. Sucks but I dont have any violations or anything and when I first got my bike when I was 19 for my 87 hurricane FC was costing me 150 a month through progressive. Now im going through someone local (used to date his daughter) and I have liability on both my bikes and FC on my car for less than 140. When I turn 21 I get even more of a discount Boooya. Sorry just one + for getting older. Oh and by the way your bike looks sweet I love the blue. Mine has After market blue fairings but have to replace them anyways eventually but will probably go with blue again.

I pay 550 a year for mine. I have everything but collision, and I live in one of the highest accident rates counties in the country (our insurance is very high for everything), and im 23. I went through progressive. I recommend going through a broker though, they will charge you a little more up front but it works out to be cheaper then going direct.
Having defensive driving also helps. I did learn one thing though, at least in New York, you need to have a car registered in your name, that will take the place of your primary vehicle, so that your bike becomes secondary, otherwise your insurance will be insane. I had to switch my car into my name to act as my primary when I got my bike, otherwise the insurers think your daily driving you bike and your insurance will be like four times as much.
