It depends on what you plan to do with them, and more importantly, your riding experience and self control. I woulnd't recommend a liter bike as a beginner bike if that's what you're asking. The 600rr will get you into more trouble than you can handle, and the 1000rr is even worse. I'd highly recommend getting a cheap, used bike that you can afford to make mistakes on, not a new or brand new superbike that'll get you hurt, arrested, or just cost lots of money to fix when you lay it down (like every one has done, or will do).
Just my two cents worth, you'll do what you see fit regardless of how many of us here preach this to you...

Like montecarlo_75... need more info to go on. He assumed you’re new, so I'll assume you’re experienced.
I'm on a 600RR and love it. I have not yet found a place where I can open it up and run it for any distance. With my local traffic and fear of jail time... I top out at 130 and it take a blink of the eye to get there. When I looked of buying new in 05, insurance was one of my leading factors, but since I now own the 600RR, I can't imagine needing that much more. I changed my gearing around and that gave me the take off I was looking for so I'm happy.
Can't speak for the liter bike because none of the a-holes here will let me test-drive theirs. [:'(]

In that case I'd definately go with the 600rr. Your insurance will be lower, and like Don said, there's really no place to open a 600 all the way up, much less a 1000. Plus, I think that you can get a better paint scheme on the 600 ( in my humble opinion)... But if you're going for the 'macho' affect... 1000 is the way to go, and God watch over you!
