Default Initial warm up

My 2000 CBR F4 seems slow to warm up. After a few miles it runs OK. Using the choke makes no difference. It spoils a brilliant bike.
The bike has had a full service and the carbs removed and cleaned (pilot jets blocked).

Can anyone suggest a reason or cure. Many thanks.

Thermostat stuck open?Check (feel) the top hose of the radiator against the bottom hose of the radiator, if they get warm at the same time
