Incorrect Valve clearance after adjusment?!

Hi!
I've just changed half dozen shims in my CBR to adjust the clearance, but after the adjustment the clearance was not as expected.
After the adjustment, I've assembled the cam holders (Needle torque wrench), rotated the engine a few times to squeeze the oil and checked the clearance.
Almost every valve had much less clearance than expected. In some situations I was expected to have a 0.21 clearance but It had only 0.17.
As anyone had a similar situation? Why that happens? If I overtorqued it would have that problem(needle wrenches are not very precise)?
