What size handlebars does my 00 F4 have?

7/8", the only 1" bars I am aware of is Harley. Maybe, some of the other American bikes are as well.

Do you know if the 00 F4 has a DUAL throttle cable (as oppossed to a single)?

Yea it does. If dual throttle cable means that there are two separate cables that move when the throttle is opened or closed. Both connect to the throttle body on the carbs.

Haha, look at your throttle! One is for opening the carbs, the other is for returning the throttle tube to rest position.
