f4 coil ohm specs

f4 coil ohm specs
Can anyone tell me the specs for testing the f4 coils? I don't see specs in either the Honda manual or the Clymer manual but a general youtube source say 3-5 ohm between primary and 14 or so for between primary and secondary:

I'm inclined to follow the latter but if anyone knows specific specs I'd love to know.
further complicating things my meters disagree however I'm inclined to think my coils are on the weak side though this is my only experience testing coils so I'd appreciate some feedback:
meter1, primary: 1.7, 2.0, 2.6, 2.1
meter2, primary: 1.2, 1.1, 1.2, 1.1
meter1, secondary: 12.8, 12.8, 13.3, 13.0
meter2, secondary: 11.6, 11.6, 11.8, 11.6

I borrowed a set of used known good coils from a friend and all of his coils read 1.7/11.4 ohms on my meter1. They also didn't solve my problem so I'd say that either 1.7-2.6/11.4-11.6 are probably valid. I've been told that inexpensive meters can be inaccurate. My meter1 is a 10+ year old $30 craftsman meter and meter2 is a pocket meter I carry on the bike.
