Don't understand why it won't start

I just purchase a 1999 honda cbr 600 f4 from a guy couple days ago, According to the guy he said it ran then he parked in the garge for couple of months then decided to crank it up, it won't start for the past two months. I've already replace all 4 ngk spark plugs, new battery, cleaned out the air filter, new 93 octane gasoline,i have not change the oil yet, It will crank but won't start. The umm.. switch to turn the gas on and off, it's been on and i test the line to see if it'll flow through and it does. Hope you can help me out since this is my first post since i joined today to join with you guys. I am a beginner, and this is my 2nd bike. the first one was 1992 suzuki katana 600 sold it in PA. Well thanks for reading this. Hope to hear from you....

Well you know your have fuel and air so it seems that you are not getting spark. The F4 is a COP (coil on plug) so it has 4 coils-I'm sure you know that already. Have you pulled the plugs again to see if they are wet? If not then you my not be getting the correct amount of fuel. It really sounds like a lack a spark.

Have you pulled the fuel line that goes to the carbs to check to see if the fuel pump is working properly? My step son has an F4 and it was running fine until one day it just wouldn't start. One of the first things we checked was the fuel pump to see if any gas was getting to the carbs, and sure enough it was pumping gas. He replaced the fuel pump and it fired right up. It just failed without warning, good thing he wasn't riding it out in the boonies when it went out.

like I tell everyone with a no start problem when ligically the bike should start. Turn it to the on position and try to bump start the bike.

This is good advice as well. If bump starting will not get it started then you have a real problem. Like was siad check the fuel pump and see if you have spark.

the fuel is goin through the carb just fine, However i still don't get any sparks on any of those 4 spark plugs. Will bump start force the spark plug to fired? If so then i'll give this a shot.
I read the manual book and it says that i have to check all this below and it'll solve it. could be one or more.
1. fouled spark plugs
2. damaged spark plugs
3. loose or damaged spark plug wires
4. loose or damaged spark plug caps
5. damaged ignition control module(icm) or engine control module (ecm)
6. damged ignition pulse generator
7. damaged ignition coils
8. damaged ignition switch(what is this?)
9.damaged engine stop switch
10.dirty or loose-fitting termials

i thought it could be the icm but the guy at a honda shop said that icm/ecm hardly go bad, the only time it'll go bad is when the bike submerge into the water. so. i am guessing its soemthing between number 6 to 9. but how can i test one of those, i don't want to keep buying all those parts to solve one little thing(i think).
