Angry Won't start, won't idle, any ideas?

Alright, so here's the short version: I bought a 1998 F3 a couple of months ago and it had sat for the better part of the last 3 years, so I got it to the point where I though it should be running, but the bike has other ideas. It's an absolute pain in the butt to start...PERIOD, hot, cold, warm, constantly. I rebuilt the carbs, checked the jetting, etc... went through the service manual for troubleshooting, and everything seems to check out. When it does start, it absolutely hates to idle. when I do get it to idle, it almost seems to have a mind of it's own, surging and such. Then, the other day, when I got it nice and hot, to check the operation of the fans, I stood the bike up and it dies...flat out. Wouldn't start until the bike's weight was returned to the side stand. I have checked everything that I can think of, so any suggestions would be greatly appreciated, thanks.

Dirt in idle jets
Choke cable not functioning
Air filter dirty
Tank fuel filter clogged
Fouled plugs
The list is endless.............

Choke cable is functioning, air filter is new, not running a fuel tank right now, new plugs (that I just checked), the carbs and all the fuel lines were just replaced/cleaned. The only thing that I haven't replaced thus far is the fuel filter, which will be done within the hour. Thanks. The air control valve solenoid does seem to be bad though, do you have any idea if that could be the root to my problems?

The air control valve solenoid does seem to be bad though, do you have any idea if that could be the root to my problems?
I don't know enough about them to give an opinion, sorry.
Maybe look at www.stephygee.com
and download the manual and check for "problems"

you "rebuilt" the carbs. did you remove all the jets and soak them in carb cleaner or something of the sort, and take a small wire and run it through the idle jet (the non-removeable jet) ????
