A blow out can occur, especially in the summer when air and road is hotter. When the air in the tires heat up it expand and if you are at the max the tire will hold already, where will the air expand too. This will put stress on the rubber and blow at the leakest point. Not say it will happen, but 80 percent chance it will if you constancely have it at the tire max tire pressure rating.
There's no way there's an 80% chance that'll happen. 5% is even optimistic. Riding my bike home the first day I bought it I forgot to check the tire pressure. Freeway, 85 mph the whole way, 75 degrees out. The front tire was at 52psi COLD. It held just fine.
At my work, in order to get the bead to set, we usually have to pump a street tire up to 60psi. Running at 60psi may cause a "blowout" (the tire would jump off the bead), but at 40psi? No way. Tire manufacturers say the max psi is much less than it actually is to avoid a lawsuit.

Anyway, I'm running 34/36.
